Standard and Poor Raises the Idaho State's Credit Rating: This is particularly noteworthy given what is happening with the economy. This means that the financial markets agree with the way the State of Idaho is managing its finances. This impacts not only the way we manage our cash flow, but when we sell bonds we will get better rates than other states... this is good stuff for Idaho!

Good debate on H337 about alternate energy tax credits. The issue at hand is wind, which seems well established, however, statute ties many of the alternates together... The wind was partially parced out, but the debate is should it have been or completely taken out? Throw the baby out with the bathwater?

Sitting in the review of the Legislative performance audit just completed on the contract between H&W & Molina that provides payment services for providers of H&W services. Many providers are in dire straits in getting their payments just to meet payroll!

Watched the debate on the 3rd Education bill on the Senate floor until about 6:30 then attended a wonderful fundraiser held by the Meridian Mayor's Youth Advisory Committee for the Meridian Senior Center. Excellent Job MYAC, we are growing some great young adults in Meridian!

We all walk among concealed weapons permit holders daily in Idaho and live under their extended"Security Blanket of Deterrence” making"bad guys” wonder who might be carrying a weapon. H222 extends that"blanket” to those permit holders to also be allowed to carry on all Idaho campus ensuring the same message is extended to those that might want to do harm in what is now a"gun free zone”...

This Legislature has tried for many years to provide a salary system that would recognize teachers for what they do and enable a structure that would allow them to continue to have a long teaching career where they could continue to get more pay for their performance. Today, after 5 different bills over the years, we passed the Idaho's 1st Merit Pay for Performance bill for Education. Congrats to our Teachers, a new door is open to you!

We passed a couple of budgets in JFAC this morning that still don't help us get to a balanced budget. For every budget we pass without trimming it, we add to the burden of what the H&W and K-12 budgets must carry in reductions at the end of the day. It's very frustrating...

I checked in with our Idaho State Police security folks here in the Capital this afternoon (they are earning their pay!) and they showed me this sign they took from a middle school protester (I've blurred it out a bit). Tell me our Education system isn't broken... how have we allowed these kids to be used like this? Debating a tough vote on extending unemployment benefits to 106 weeks in Idaho. I had UPS tell me they could not compete to hire drivers against state and fed benefits, yes, they've had people turn down drivers jobs because they could not afford to come off the government support. We must make some hard changes, it has to start today...

Made a motion this morning in JFAC to defund the implementation of the American Healthcare Act until the constitutionality of the act can be decided. For various reasons the motion failed 5-15. Lots of heavy bills before all the committees this week, your legislators are earning their keep!

We worked hard this morning finishing up a few more budgets, but are still well above our "glide path" to balance our budgets. If we don't start reducing un-necessary line items or slim down General Fund obligations, we will end up balancing our budgets on the backs of Health and Welfare and Education... time to buck up and slim down folks!
