Studs cause more damage to our roads than other types of snow tires do and those users should pay more for the restoration of the roadway damages.<br /><br />There are areas in our state where I would also use studs, the treasure valley is not one of them. But there are users that feel more confident here in the valley with them and I'm fine with that. I'm not fine with those that don't use studs sharing the costs to repair the damage caused by those that feel they need them. One day I hit a patch of ice and ended up going off the road and rolling my car three times; remember i was still only going 20 mph in 4high. I don't know how, but i walked out. I decided to go with studded tires on the new car; what a miracle they are. I have not lost one bit of traction what so ever on any ice or snow. To me studs save accidents which save lives. You go ahead and complain about the ruts, but think about what matters most? No ruts? or preventing accidents in weather conditions that you can't control. Sure tax us who choose those studs some more somehow, I wont complain because you wont be able to stop me from using my tires. The more I learn about firefighting from Bill - who's Santa Clara County's longest serving Captain - the more admiration I have for firefighters. Add sleep deprivation to the grueling, hot, dangerous work they do and you'll really get a feeling for the sacrifices they make. When Bill was in Santa Barbara during the huge fires there not too long ago, they were on their feet fighting fires in the blazing heat for 24 hours at a time. He said when their 24 hour shift was over, it was nearly impossible to sleep because the heat and smoke in the camp was so intense. After being in Santa Barbara for 6 straight days (arriving at home about 10 PM) he was back on the job at his station the next morning atreturned home at 8:00 AM for another 24 hour shift. I do have a problem with unchecked methods and spending by ITD. As an engineer, I am familiar with the "engineering safety factor", which is the practice of calculating design paramaters, estimating costs and other engineering, and then adding a hugh increase in these calculations as a safety factor, which is basically a way to cover up sloppy engineering and general lack of good skills. Contractors know about these factors and are able to win very profitable bids, which are far above their actual costs. There should be some competent engineers with good private sector skills available to sharpen the pencil on highway construction costs. It really has nothing to do with parties, it has to do with the Federal requirements attached to the funds in order for states to use them.<BR/><BR/>As an example, our GARVEE funds and agreements with the feds require us to do an environmental assessment on each project (replacing a freeway for example that will have no change in environmental impact) and also paying workers a minimum base wage different that what would be normal for Idaho. These two requirments alone, increase the costs of construction by about 30% for each project and extend the lenght of time it takes to complete by about 18 to 20 months. You have to weigh those costs against the cost of borrowing on the bonds in that case and if the time line can still meet the public's demands.<BR/><BR/>Other federal funds that come to Idaho many times require a state match. Some are one state Dollar to every Federal Dollar, sometimes it is a 2 or 3 to 1 match.<BR/><BR/>Some Dollars are attached to federal programs that are required to be ongoing after the federal Dollars go away. Hiring people and spending money on capital equipment, creates an investment that we must really scrutinize to ensure it's something we want or need to take on long term.<BR/><BR/>These are just a few of the types of "strings" that everyone talks about. Obviously, we would have some issues in getting matching Federal Dollar programs due to our limited state revenues. And starting something long term that we might not need just because we can get some money wouldn't be a prudent decision.<BR/><BR/>Nothing comes from Washington D.C. for free. There are always "strings" that cost the people of Idaho to get their own tax Dollars back from the Feds.<BR/><BR/>It is a common practice for the feds to "blackmail" the states to change their laws to match the desires of those that run the various federal offices in each administration. It's become a constant task now for states to have to scrutinize the offers of funding from the feds to ensure that we don't go down a road that our citizens can't afford or just don't want to take on... but those programs are temping to take on with the Dollars attached.<BR/><BR/>It's like a carrot on a string off the end of a Spruce branch... if we take the carrot, we will likely ge beat with the branch in the end... but that carrot always temps us.<BR/><BR/>There isn't much of a question that short term, some of these Dollars in the stimulus package could do our state some good, but what will be the longterm effects? If we build a bunch of new roads, will be have the funds later to maintain and preserve them? Where will the folks that build the new roads work after they are done being built? Printing money to spread out fo...You are so right. Printing money to spread out for "busy work" only sets us up for wanting more and more. It becomes a drug that we all get hooked on. I appreciate the Gov's approach of not taking any stimulus that doesn't add value to Idaho.<BR/><BR/>IYCC was set up as an organization to get Idaho kids on the radar screen for jobs that are already contracted out by state and federal agencies that have to do with conservation work. Because MT, OR, UT, AK, WA and other western states already have existing programs, when an Idaho agency had work that needed to be done, they turned to those organizations that provided a turnkey solution to putting a crew on a job. Because Idaho didn't have an organization to bid for those jobs, our kids have remained sitting in front of the TV playing x-box while kids from MT and other states do conservation work in Idaho.<BR/><BR/>The pilot program we did in 2008 was very successful. We took some kids that would not have worked last year and got them outside (and kept them out of trouble). Every job that was completed had a training element that explained to the kids why each job was important to the state and how it supported conservation efforts undertaken by BLM, the Forest Service, weed control programs and trail maintenance for safe public access. The kids were also requied to journal daily about what they did and what they learned and that was reviewed by the crew leader where confusion about the tasks were immediately corrected.<BR/><BR/>It appears that the new administration wants to throw more printed money at the states. I hope that if that money does land in Idaho, that we use it to the best advantage of the state for conservation projects that will also put our kids to work while providing them with an opportunity to understand that their future world is more than a box of "cheeze-its" and an X-box.<BR/><BR/>Cheers,<BR/>MarvSen. My husband has'nt even seen his children in over 7 years! His ex wife likes to make sure they want nothing to do with him. I have never even met his children!! Long story short he works 40 hours a week and only brings home $250 dollars every 2 weeks. We are barely able to live. I bring home the majority of our income and I only make $10 and hour! Because of this we live in a dumpy little trailer and we are so behind on everything I sometimes wonder how long we can live like this. We didn't even recieve a letter telling us about the $25 fee. All we got was a post card that said we now have to pay the fee and that it will go toward the national defecit. It did mention that due to comments from custodial parents it was changed to make non-custodial parents pay. What the hell? And it said it was $25 a year but it shows up on every statement. We called the child support dept. at Health and Welfare and were told that it will show up on every bill but only billed once. Um ya. It adds on the total we owe EVERY month. Why? Why were we told one thing and billed another? And why should WE have to pay for this stupid thing anyway? ERRR! I'm still so irritated and its been a year since we recieved the post card. It's frustrating that we're having a very hard time as it is and now we have to pay the defecit too. WE didnt make the defecit. And it does no good to talk to anyone in the government. The don't care about us and when they try to act like they do clearly its just a lie. Seems these are the only cases that aren't not in arrears. My case is is one of these. I am the non-custodial parent and am actually overpaid. Here's what the ISJ says about the defecit we are paying. "We can be critical of this being in the Deficit Reduction Act, but on the other side of the coin, the federal government provides many services to help collect child support fees, including federal tax offsets, bank account data matching and holding up the issuance of passports if child support payments are not current."<BR/>All of these actions are exclusive to cases in arrears. So why are those of us who are current and living up to our duties as parents being taxed? From the ISJ about cases in arrears, "Health & Welfare has ruled these out of the equation for one overriding reason—since they are behind in payments, any money we collect from them has to go to the children to pay off the arrears. If the parent pays the department the $25 fee, by federal law it must go to pay their arrears, not to meet the federal $25 fee." There are 34,359 cases in arrears and we 6,690 who are not have to pay for federal costs to collect from them. Now that just TEES me off!! All tax payers have the burden of paying social security taxes to care for our older generations. We pay taxes that go to welfare even for illegals and those who 'ride' the system. None of which is pleasant. So why don't we all share this burden as well? The state cannot collect the entire amount mandated by the feds with the $25 from 6,690 non-custodial parents. I have a better idea. Let's tell Congress to stick it you know where and pay the defecit from all those raises they vote for themselves each year.<BR/><BR/>I must also comment to this quote from Adam (Proud Father), "Little did I know that if I ever have to call H&W, I get treated like a dead beat parent solely for the fact that I am the paying parent."<BR/>I feel the same way. I have been dealing with Idaho H&W for 10 years now and am always talked to like I'm dirt. I get anxious and can't sleep if I receive a phone message that H&W has 'a couple questions' for me or I receive mail with their address on it. I have paid for ten years on the self reliance program. They haven't had to hunt me down and force me to pay. I was called this week and told that since my order has wage withholding language that they will now start enforcing that.
